Planning Board Meeting Minutes
June 9, 2009

Members Present: D. Lindberg, O. Lies,  A. Bonofiglio (7:10 PM), M. Wronski

Members Absent: W. Ritter, C. Stanovich

Others Present: Pamela Harding, Senior Planner

7:00 PM the Planning Board meeting was called to order.

PUBLIC HEARING DEFINITIVE SUBDIVISION, Extension of Time Bullard Estates, Casa Builders: This subdivision consists of 12 lots and is connected to the Wagner Meadows subdivision. The Bullard Estates subdivision is still under covenant. The approval expired on April 30, 2009. No homes have been constructed within the subdivision and the base pavement has not been installed. There are large piles of fill throughout the subdivision. A majority of the lots have not been cleared. Recommended conditions of extension are the replacement of hay bales and silt fencing down gradient from exposed soil. There is a stockpile of material behind an existing house located at 382 Bullard Street, which should be stabilized or relocated. The Board has the original decision for review.

The Treasurer's Department had an overdue tax bill for the property, the tax bill was paid in full prior to the hearing.

Steven Venincasa addressed the Board stating that the utilities and storm water systems have been installed. The exposed earth has been loamed and seeded. He also mentioned that the market conditions are slow for selling houses. He asked for an extension of time greater than two (2) years due to the slow market conditions. The Board said they are not inclined to do so. A two (2) year extension will keep things up to date.

A. Bonofiglio motioned to close the Public Hearing. M. Wronski seconded.

A. Bonofiglio motioned to approve the extension of time as read in the draft of conditions. M. Wronski seconded. All in favor.

OPEN SPACE RESIDENTIAL DESIGN BY-LAW: P. Harding informed the Board that she had met with Megan DiPrete from CMRPC on May 27th. M. DiPrete will be attending the July Planning Board meeting to kick-off the Open Space Residential Design By-law process. The Conservation Commission will be notified of the meeting and invited to attend. It is expected that the by-law will be completed in February 2010 and ready for the May Town meeting.

APPROVAL NOT REQUIRED, 476 - 482 WACHUSETT STREET: Applicant is T. Beckner Construction. This property is located in a R-2 Zoning District. Each lot contains 100' of frontage and 40,000 square feet of upland area.

O. Lies motioned to approve. A. Bonofiglio seconded. All in favor, approved.

OTHER BUSINESS:
Mike Wronski discussed a presentation to the Board of Selectmen regarding the Master Plan Committee. O. Lies asked why the Con Com Agent was cut.

MEETING MINUTES:
March 24, 2009: Tabled due to lack of quorum to vote.
